She and Rep. Marc Rhoades, chair of the House Appropriations Committee, both Republicans, tried to slip major charter-school changes into a school-finance bill being cooked up by their leadership.

As soon as he found out about it, House Speaker Ray Merrick spooned out their section.

Merrick said he was negotiating with the governor and Senate leadership, and the charter-school changes would sour the brew.

The Supreme Court has given the Legislature until July 1 to act to make state school aid more equal across Kansas.

It turns out the charter-school changes were recommended by ALEC, the American Legislative Exchange Council, a conservative group supported by the Kochs.

Kelley and Rhoades took the opportunity to add this outside group’s recipe to the school-finance bill without consulting their leaders.
